New code of ethics for service procurement in Finland
In the spring of 2024, Hansel introduced a new contract annex, the code of ethics for the joint procurement of services. The annex complements the contractual terms on socially responsible procurement used by Hansel. For several years now, Hansel has used a code of conduct specifying the minimum sustainability requirements as an annex in procurement contracts for goods. It is applied to the procurement of goods when it involves long supply chains abroad. The code of ethics for the joint procurement of services is intended to be used when the procurement object is a service provided in Finland.
The service provider must ensure that its own operations and subcontracting chain comply with the requirements of the code of ethics. According to the terms and conditions, aspects to be ensured by the supplier include safe working conditions and respect for employees’ rights. Another aspect to be verified is that contracted supplier’s service infrastructure complies with the principles of sustainable development.
The supplier is obligated to ensure that its services are produced in an environmentally sustainable manner. The supplier must measure and monitor the environmental and climate impacts of its operations and supply chain, aiming to continuously improve the environmental friendliness of its operations and to use fewer materials and produce less waste. In addition, the supplier must have a plan for its compliance with the Paris Agreement and combating global warming.
The supplier must use appropriate written procedures to monitor compliance with the terms and conditions, or an equivalent or stricter code of ethics.
Hansel has the right to request reports and information from the supplier, as well as audit compliance with the code of ethics as necessary.
In 2024, the code of ethics for the joint procurement of services was used in the following new joint procurement procedures established in the autumn: Management and development consulting 2024–2032 and Teaching materials for pre-primary and basic education 2024 (a temporary framework agreement).
